Two dates matter for every child: the last year to enroll, and the January 1 the account unlocks.

How to read this table
The enroll-by year is the final year to open the account. Enrollment must be completed before the calendar year in which the child turns 18. For example, a child born in 2009 turns 18 in 2027 and must be enrolled by the end of 2026. Late enrollment is not allowed. Ordinary withdrawals are blocked until January 1 of the year the child turns 18. At that point, control transfers to the child and the account continues under traditional IRA rules. The $1,000 Treasury deposit applies to eligible children born from 2025 through 2028. Eligible children born from 2016 through 2024 may receive the Dell Foundation's $250 gift if their ZIP code qualifies. Children born from 2008 through 2015 do not receive either deposit but can still have an account and receive contributions. How the dates are calculated
The enrollment column applies the rule that the election must be completed by the end of the calendar year before the child turns 18. Start with the birth year, add 17, and use December 31 of that year as the planning deadline. The unlock column starts with the year the child turns 18: birth year plus 18. Ordinary withdrawals generally become available on January 1 of that year, subject to the post-growth-period rules and any later guidance.
A child born in 2010 illustrates both calculations. The child turns 18 during 2028, so the planning deadline is December 31, 2027, and the ordinary unlock date is January 1, 2028. A child born in 2026 turns 18 during 2044, making 2043 the final enrollment year and January 1, 2044 the projected unlock date. These are calendar-year rules; the child’s exact birthday does not move the January 1 transition shown in the table.
The gift windows are separate from account eligibility
The federal $1,000 deposit uses a fixed 2025–2028 birth window. The Dell Foundation gift uses a separate 2016–2024 birth window plus a ZIP-based test. Neither window defines who may have an account. A child outside both windows may still qualify to open a 530A if the general citizenship, SSN, and age requirements are met. That is why the table distinguishes deposits from the enroll-by deadline instead of showing a single yes-or-no eligibility column.
What to do as a deadline approaches
Do not plan around the last day of the year. Leave time to obtain or correct identity records, resolve an existing election, respond to an IRS notice, activate the account, and confirm that the account administrator has the right child. A useful annual routine is to check the table each January, confirm that every eligible child has an active account, review contribution room, and save official notices.
